On this International Migrants Day, UNESCO would like to reaffirm its full commitment to the fundamental rights of the nearly 280 million migrants in the world.

值此国际移民日,教科文组织愿重申其对世界各地近2.8亿移民的基本权利的全面承诺。

This mobilization is more necessary than ever, at a time when the factors behind forced migration have continued to increase – in 2022, conflict and violence, everywhere in the world, remain the main cause of migration. Migrants are also the first victims of climate disruption, the consequences of which are already being felt and are likely to worsen in the coming decades. So, by 2050, in the South alone, climate change could force 216 million people to migrate within their own country.

为此开展动员工作比以往任何时候都更具有必要性,因为造成被迫移民的因素呈现持续增长的局面——在2022年,世界各地的冲突和暴力,仍然是被迫移民的主要原因。移民也是气候变化首当其冲的受害者,而气候变化的后果已经有所显现,并可能在未来几十年进一步恶化。因此,到2050年,仅在南方国家,气候变化就可能迫使2.16亿人在国内移徙。

UNESCO recognizes that acting to protect these vulnerable populations is a matter of urgency; this is why, within the framework of our mandate and in cooperation with United Nations agencies such as the Office of the High Commissioner for Refugees, we are taking action all over the world to protect the rights of people migrating, first and foremost their access to education, culture, information and science.

教科文组织意识到迫切需要采取行动保护这些弱势群体。为此,在我们的职责范围内,并且通过与难民事务高级专员公署等联合国机构合作,我们在世界各地采取行动保护移民的权利,首先是他们获取教育、文化、信息和科学的权利。

UNESCO is thus fully mobilized to ensure universal access to quality education for refugee children – and there is still a long way to go, at a time when only 69% of these children are enrolled in primary education, and 37% in secondary education.

为此,教科文组织充分动员起来,确保难民儿童普遍获取优质教育。而这方面的工作可谓任重道远,因为目前只有69%的难民儿童在接受小学教育,37%在接受中学教育。

More broadly, we must react to all the risks of stigmatization, xenophobia and racism to which migrants are particularly vulnerable. The Second World Forum against Racism and Discrimination, organized by UNESCO and Mexico and held in Mexico City last month, was an opportunity to place this issue at the heart of international discussions and to amplify our initiatives in this area, as they are at the core of UNESCO’s humanist mandate.

从更广泛范围讲,针对移民特别容易遭遇到的污名化、仇外心理和种族主义等各式风险,我们必须加以应对。由教科文组织和墨西哥上个月在墨西哥城举办的第二届反对种族主义和歧视全球论坛,恰好提供了一个契机,使我们得以将这个问题置于国际讨论的核心,并推广我们在该领域所开展的举措,这些举措是教科文组织人道主义使命的基础所在。

Action at the local level is also essential. UNESCO’s cooperation with cities, the main places where people migrating are received, includes its close work with the International Coalition of Inclusive and Sustainable Cities, which brings together more than 500 municipalities to forge public policies that promote their reception and settlement. We are also mobilizing the power of the arts through the initiative Art Lab for Human Rights and Dialogue so as to foster empathy and respect for diversity to move toward more inclusive societies.

在地方一级的行动也同样至关重要。鉴于城市是接收移民的首要之地,教科文组织与包括500多个城市在内的国际包容和可持续城市联盟密切开展合作,以制定有利于移民接收和安置的公共政策。我们还在“人权与对话艺术实验室”倡议框架内,利用艺术的力量,促进培养同理心以及对多样性的尊重,以期推动打造更具包容性的社会。

On this day of mobilization, UNESCO calls on the entire international community, and all of our societies, to commit themselves to the respect of migrants’ rights – that is, to the respect of human rights.

值此行动动员日,教科文组织呼吁整个国际社会以及我们所有的社会,为尊重移民的权利即尊重人权而努力奋斗。
